Start from Lirkka

Enter the balloon and go south west until you reach a clearing with a fire.

Go directly south until you see a cave to your west

Land and enter the cave

Head north east through a small passage

Continue forward through the cave

Pick up the staticky robe, this is the Robe of Squalls
